Dubai looks amazing from above, so it is no surprise that visitors and residents keep asking: can I fly a drone in Dubai, and do I need a drone permit? The short answer is that drones are allowed in the UAE only within the rules, and the rules depend on where you fly and why. This guide explains how drone permits in Dubai work in general terms: who regulates drones, the difference between recreational and commercial flying, and what to ask before you plan aerial shots for a shoot or event.
This is general information, not legal advice. Drone rules change often, so always confirm the current requirements with the official authorities before you fly.

Who regulates drones in Dubai and the UAE?
Two levels of authority matter. The Dubai Civil Aviation Authority (often shortened to DCAA) oversees drone flying in the Emirate of Dubai. The General Civil Aviation Authority (GCAA) regulates civil aviation across the UAE, including unmanned aerial vehicles. Other emirates, such as Abu Dhabi, have their own local processes on top of the UAE rules. Start with the official websites and apps of these authorities, not with social media posts, which are often outdated.

Recreational vs commercial drone flying
- Recreational drone use: flying for personal enjoyment. In recent years the UAE has eased a conditional ban on individual drone use. Hobbyists generally need to register the drone with the relevant authority and fly only in permitted areas, often called green zones.
- Commercial drone operation: any flying for work, such as filming for a brand, a real estate listing, an event or an advert. This usually requires an approved operator, a licensed or certified drone pilot and flight approvals before each flight. A hobby registration does not cover commercial use.
What does a drone permit process usually involve?
The details differ by case, but the usual steps look like this:
- Register the drone. Drones are registered on the official platform of the relevant authority, and some models, such as a lightweight DJI Mini, still need to follow the rules.
- Check the airspace map. Many areas are restricted, especially near airports, palaces, government sites and busy districts. An official fly zone map or app shows where flying is allowed.
- Get the right certificate or licence. Commercial pilots usually need a recognised drone training certificate or a remote pilot licence. Accredited training centres are listed by the authority.
- Apply for flight approval. For commercial work and events, a permit or no-objection certificate (NOC) is requested before the flight, with the location, time, drone and operator details.
- Fly within the conditions. Height limits, flight plans and distance rules apply. Breaking them can lead to fines and confiscation of the equipment.
We do not quote fees here, because they change. Check the official websites for current costs and processing times.
Can tourists fly a drone in Dubai?
Do not assume you can bring a drone and fly it. Check the rules for visitors before you travel, because some people have had drones held at the airport and visitors usually have fewer options than residents. Popular tourist spots such as Downtown, the Burj Khalifa area, the Marina and the Palm Jumeirah are often sensitive airspace. If you want aerial footage of your trip, the easier option is to hire a team that already works within the rules.
Do I need a permit for a commercial shoot?
Usually yes, for the drone itself and often for the location too. A photoshoot with a drone, such as an aerial wedding clip or a real estate film, involves the drone operator, the location owner and sometimes the film or event authority. Read our guide to photography rules in Dubai for the wider permit picture.

Do events need a drone permit?
Flying a drone over an event, an exhibition or a crowd normally needs approval from the aviation authority, and sometimes from the venue and the organiser too. Apply early, because approval can take time. If you plan to film a conference, read our conference photography checklist and raise the drone question with your photographer in the planning stage.
How we handle drone requests
We do not claim any permit or licence on this page. If a shoot needs aerial photography or videography, we discuss the location, the approvals and the timing with you first, and only plan drone shots where they can be done within the rules. Where a drone is not possible, we can offer high vantage points, rooftops or ground-level coverage instead. See our drone photography page and our drone work.
Drone permit FAQs
Can I fly my drone in my neighbourhood?
Not automatically. Many residential areas are close to restricted airspace. Check the official fly zone map first.
Are FPV drones allowed in the UAE?
FPV and racing drones are handled differently and often need extra approval. Check with the authority before you buy or fly.
What drone can I use without a licence?
There is no safe shortcut. Even small drones are regulated, so register and check the current rules.
